My sis was denied a visa

My sister, she got an admit at North Eastern Univ in Boston and went for her visa appointment today. She was denied because the consular official couldn't see why she should come to the US to do another masters when she has already finished her masters in India and is working at a full-time job. What's his/her problem if she wants to come here and study some more?
I feel bad for her. I don't know if she's gonna make a second attempt or what. I'll have to call her up tonight.

Thanks guys. I spoke to her. She's dejected but thinking about making a second attempt. My parents are telling her to stop wasting money on this and try to advance in her career instead. Since she's already got a paying full time job, this is a tough decision for her. Part of me says, the bottomline in life is we all have to make money. So she shouldn't lose that job. But then again, studying in America is an experience on it's own. I don't know, I think she's gonna make another attempt if it is hassle free and as long as she doesn't have to pay a shit load more fees!
