NLOTH song lyrics

The traffic cop in rue de Marais is obviously the same the same character in Being Born. Any other insight into this character or the lyrics? Is he also the one dreaming the same dream hatching some scheme (escaping and going AWOL back home to Morocco)?

What does "hole in her heart" mean re: the girl that eventually puts her tongue in the ear?

Is the girl who's like the sea the same girl as the one with hole in her heart?

Who is the you and who is the me in this verse?
