Need your thoughts on this Please!

Ok so a few months ago I went out to Moss beach (my favorite spot) to take some long exposure shots at night. So I took a photo of the night sky and got this.

Pretty dark shot with some stars.

So I decided to go and brighten the photo a little and got this.

Now I dont know if it's the program or what my camera really took, so any input on this would be greatly appreciated.

What does a long exposure shot actually mean? I have a few cameras that I just play around with, but I never really understood any technical things. It's when you shoot with the shutter open for longer than usual right? How do you actually do it, and how do you know how long you should do it for?
