the last part is not so clear
i would do something like

"during the meeting, there were tense moments, due to the indigenous people remembered incomplete promises by the authorities, while Fogel questioned the natives that have land and leaved them for division"

I would write something like this:

"during the meeting, there were tense moments, due to the fact that indigenous people remembered unfulfilled promises by the authorities, while Fogel questioned the natives who own land and they left in divergence"
