why not have love and peace or else open up the encore? it would actually work, if you think about it

Well, yeah, it worked as a concert opener, so it would work as an encore opener too. Everything's dark and that deep, rumbling intro suddenly begins ... or even better, Zooropa's intro begins! Now that'd be amazing. And has a 0% chance of happening.

Maybe if they didn't change what songs are played, they could atleast change the order of the songs.

Like a first encore of:

Love and Peace
Sunday Bloody Sunday
Bullet
Miss Sarajevo

and a second encore of

Pride
Streets
One

Not going to happen. The U2 setlist may be chisseled in stone but as a stand alone show you only see once it works from start to finish. Taking all of these to the encore means ripping the heart out the main set. Those songs are what the first half of the show are working towards two. Encores should be icing on the cake, not the cake itself.
